The design intent for this project was to mindfully design and implement a sustainable landscape that would support a new elementary school located in the flood plain of the Susquehanna River on the Binghamton community’s near south side. Severe flooding from Hurricane Irene and Tropical Storm Lee had forced the existing school to close. The new building and site were designed to provide a flood resistant and safe environment for students, staff, and community, while not impacting the surrounding flood plain. There were a number of important project goals including creating a sustainable school building and site through the use of renewable energy, the use of recycled materials, efficient storm water management, and restoring the habitat and relationship between the river and the community.
- Completed SEQR services for a new elementary school. The project required extensive coordination with FEMA.
- Demolition of existing flood damaged school.
- Design of new elementary school building 3 feet above design flood elevation without negatively affecting the surrounding flood plain. New building and site features incorporated vision statements provided by the community, school staff, and students.
- Site design incorporated sustainable site features such as bio-retention areas, engineered wetlands, restored native plant communities, recycled and regional materials, and porous pavement that will be utilized to assist in the pursuit of LEED Platinum Certification.
- Playscapes and other site elements were designed to withstand a flood.
- Means of egress are at an elevation above the design flood elevation to allow access to the building during a flood event.
- Parking area is an “organic” shape and includes a bio-retention area for runoff, accommodates approximately 100 vehicles.
- Unique playscape features include custom rope and bridge course, a tricycle rack, custom climber pieces, an electronic play piece, large hardscape area and large planted areas with surface drainage features in between the three play areas.
- Designed stronger connection to neighboring MacArthur Park as well as a new safe and secure community walking trail and new little league/softball field.
- Complete Storm Water Pollution Prevention Plan report and inspection services.
